I think that in the US they will end up being legal but having regulations and bans on them (some cities are already banning them in the same places that traditional cigs are banned even though they don't violate the Clean Air Act...and some other places that you can't smoke traditional cigs haven't yet banned them for that reason) ...so we'll see how it works out!
